Towards performance based regulations

The US Coast Guard issues regulations to ensure maritime safety. USCG Commandant Bob Papp is interviewed in DNV’s corporate magazine Forum: “To be sure, we have prescriptive regulations, such as many of the lifesaving and fire protection regulations, but we are moving more towards performance based regulations,” he says.

The response to the Deepwater Horizon disaster was the largest the US Coast Guard has ever faced. It required the shifting of needed people and assets to the Gulf of Mexico and this placed additional burdens on all units around the rest of the service.

While the US Coast Guard response is still being evaluated and there will be recommended changes, Admiral Papp does have some initial observations which he shares with DNV Forum’s readers.

Focus Americas
This issue of the magazine has a special focus on the Americas with topics such as:

* DNV COO Elisabeth Tørstad: A step change for safety
* US Congressman Bart Stupak: A sober view on integrity
* Teekay’s Graham Westgarth: New regulations will change the game
* OSX’s Eduardo Musa: Towards new heights
* Horizon’s Gabriel Alonso: The wave of the future.

The magazine also includes articles from other geographical areas such as DNV’s tanker concept Triality which is fuelled by LNG and an interview with Sovcomflot’s Igor Pankov about the Arctic voyage their tanker Baltica has completed.
