Today at the EU Sustainable Energy Week (EUSEW) in Brussels, SolarPower Europe and ETIP PV launched a report highlighting the huge potential of Building Integrated Photovoltaics (BIPV) technologies to support the transition towards carbon neutral European cities. The report “Solar Skins: An opportunity for greener cities” demonstrates how local authorities can hugely benefit from BIPV technologies to accelerate the decarbonation of their building stock, while promoting the uptake of a promising European industry delivering local and highly skilled jobs across the energy and construction sector. It intends to become a reference document to raise awareness amongst local authorities and policy makers and promote the use of solar skin technologies to speed up the decarbonisation of Europe’s building stock. Peikko Group's sales office in Norway, Peikko Norge AS, has received a substantial order to deliver rock foundation technology to Frøya wind park in the Trøndelag area, Central Norway. Peikko will deliver all steel components for the 14 foundations of the wind park. The deliveries comprise FATBAR Rock Anchors, tower adapter plates with tower connection bolts, drilling templates and an assembling system, and special reinforcement steel technology. Peikko is also responsible for the foundation design and structural calculations. Deliveries are scheduled to take place between August and October 2019. The wind park is estimated to be operational by the end of 2020. The developer and future owner of the wind park is TrønderEnergi Vind, a joint-venture between Trønder Energi and Stadtwerke München (SWM), one of the largest energy and infrastructure companies in Germany. Søbstad AS is the main contractor of the civil work and infrastructure, consisting establishment of internal roads, hardstands, preparation of the wind turbine location spots, and construction of transformer station and service building. They will also perform the technical assembly of steel components and foundation casting works. Vestas will supply 14 pieces of V136-4.2 MW turbines with a hub height of 112 meters. This briefing is intended as an update on three key policy and case law developments that have taken place over the summer. 1 New European Court ruling – ‘Sweetman II’ On 25 July 2018, the Court of Justice of the European Union (the Court) delivered its ruling in the case of Edel Grace and Peter Sweetman v An Bord Pleanala, or ‘Sweetman II’ (also known by some in the industry as ‘People over Wind II’.) The judgment developed the position taken in People Over Wind and Peter Sweetman v Coillte Teoranta (‘Sweetman I’), delivered in April this year. The Court again focused on the interpretation of Article 6 of the Habitats Directive, which concerns the need for an appropriate assessment where a project is likely to have a significant effect on a site (onshore or offshore) designated as a special protection area or a special area of conservation (SPAs and SACs) The key question for the Court was at what point in the assessment under this Directive should mitigation measures be taken into account. Current practice relating to appropriate assessment is based on a four-stage approach. But cost is key: for both technologies, Siemens is putting all its development efforts into downsizing and standardization, in order to minimize installation and operational costs. It started off as the most expensive renewable energy solution, but offshore wind has experienced many improvements to its efficiency over the last ten years. Innovations in the turbines themselves, for example, more optimally sized rotors and a higher hub height, have significantly increased their annual energy production and led to substantial savings in the cost of the turbine foundations and construction. What once seemed like a pipedream has become reality. Offshore wind projects worldwide have increased in number, and are now becoming more of the norm. What has not gone away is the citizen opposition to wind farms, which now has spread to offshore projects worldwide. Recent studies on global offshore wind show strong growth. If the headwinds of opposition can be tampered on projects, more and more will gain approval and go online. Opponents seem confident about slowing projects down, and are coming from all areas and vantage points with their vocal opposition. Take for example the Atlantic sea scallop. For the northern Atlantic area of the United States, there is an area called the New York Bight, which contains hundreds of millions of dollars of fish, of which around 80% are scallops. Fisherman in this area are cautious, however early stakeholder outreach can yield positive results. Opposition also to the cables going onshore with power have felt their presence in Happisburgh, with the Norfolk Vanguard project off the coast of England. For those working in the wind sector, the risks of arc flash incidents have always been better understood than in many other industries. Working with extremely high voltages and large currents on a daily basis, means that knowledge across the sector is noticeably higher compared with similar industries that are also at risk of the danger. However, it appears that there’s a new danger emerging when it comes to arc flash, which takes the shape of a false sense of security. What is an arc flash? Most of us in the wind industry are familiar with an arc – an electric luminous bridge formed in a gap between two electrodes – but its severity and danger are often overlooked. An arc flash occurs during a fault, or short circuit condition, which passes through an arc gap, and can result in devastating results if the correct equipment isn’t being worn. Arc flashes can occur for several reasons, and their frequency is somewhat alarming. Theis Gisselbæk: The Port of Grenaa has a long history, and it celebrated its 200th anniversary in 2013 at the same time as the installation of the Anholt offshore wind farm. In the early beginnings Port of Grenaa was primarily a fishing and ferry port. Over the years the port has broadened its work to especially bulk activities.
